The National Urban Climate Action (NUCA) Programme, a multi-country initiative, is seeking an exceptional In-House Climate Finance Consultant to join the Development Bank of Southern Africa (DBSA). This role offers an incredible chance to strengthen climate-focused financing and contribute to a greener future.

Location & Contract Details:
- Johannesburg, South Africa (based at DBSA offices)
- Consultant contract, approximately 210 working days/year
- 12-month contract, renewable up to 3 years based on performance
- Expected start: January 2025
- Jointly supervised by DBSA and NUCA Programme Support Team

About the NUCA Programme:
Led by the IDFC Facility with support from IKI and AFD, NUCA aims to empower national and regional development banks and local governments to invest in low-carbon, climate-resilient urban infrastructure. NUCA operates in five pilot countries, including South Africa, where it partners with DBSA to integrate climate considerations into strategies and operations.

Role Overview:
The Climate Finance In-House Consultant will be an integral part of DBSA's Climate Finance team, coordinating NUCA's technical assistance activities in South Africa. This role involves supporting the integration of climate-aligned tools, methodologies, and ESG considerations into DBSA's financing processes, as well as structuring climate-smart financial instruments and strengthening institutional climate governance systems.

Key Responsibilities:
- Coordinate NUCA technical assistance within DBSA, ensuring cross-departmental alignment and consistent methodologies
- Act as a liaison between DBSA and NUCA providers for effective collaboration and timely activity delivery
- Support the integration of climate risk screening, ESG standards, and climate-aligned tools into DBSA's decision-making processes
- Prepare analytical inputs and documentation for DBSA's internal validation, reporting, and approval
- Review feasibility studies and technical documentation for urban climate projects against climate finance criteria
- Contribute to the structuring of climate-aligned financing mechanisms, including concessional and blended finance
- Support the development of climate-smart urban investment opportunities meeting international climate finance requirements
- Monitor progress of NUCA-supported activities and ensure compliance with DBSA's climate, ESG, and reporting standards
- Collaborate closely with the NUCA Programme Support Team and Country Programme Officer on planning, coordination, and reporting

Profile & Qualifications:
The ideal candidate will have strong technical expertise and experience in climate finance, with a Master's degree in a relevant field (environmental sciences, finance, engineering, sustainability, public policy, etc.) and a minimum of 3 years' professional experience in climate finance, sustainability, or related programmes within Africa. Experience working with development banks, DFIs, climate finance institutions, public-sector bodies, or think tanks is essential. A deep understanding of climate finance instruments, urban climate finance, and the ability to interpret climate risk assessment methodologies are key.
